English Learners
There are many programs and services to help students who do not speak, read, write or understand English well as a result of English not being their home language. These students are considered English learners (ELs.) The overall goal of the various programs is to improve the English language skills of English Learner students, Immigrant students, Migratory students and provide information to their parents about services available.
Redesignation is the process whereby a student is reclassified from English Learner (EL) status to Fluent English Proficient (RFEP) status. Reclassification can take place at any time during the academic year, immediately upon the student meeting all the criteria.
The English Learner (EL) reclassification criteria set forth in California Education Code (EC) Section 313 remains unchanged and are available on the CDE Reclassification web page at https://www.cde.ca.gov/sp/el/rd/:
