Overview: 

Title 5 of the California Code of Regulations (CCR), Section 4423 sets forth the obligation of LEAs that receive SCE funds to establish a DAC. DAC is a group of parents, staff, students and community members elected by School Site Committees, to provide on-going advice to the Superintendent and Board of Education. The purpose of DAC is to provide a communication forum to share interests, experiences, knowledge and concerns as well as forum to receive current information regarding programs, new initiatives, and other current issues of importance to the education of students.
 
Each California public school district, grades kindergarten through 12, with 51 or more English learners must form a District-level English Learner Advisory Committee (DELAC) or subcommittee of an existing district-wide advisory committee. The DELAC is formed to advise the district on programs and services for English learners.
 
Duties & Responsibilities: 

DAC-DELAC are responsible for advising and assisting the program administrator, Superintendent and Board of Education on topics related to the following:
Reviewing and making recommendations to the Board of Education concerning the goals and objectives for the improvement of education as written in the School Plans submitted by the respective School Site Councils at each school.
The content and procedures for conducting a district-wide needs assessment on a school-by-school basis.
Providing input and working in cooperation with the Board of Education in the adoption, review and revision of content standards.
The development or revision of the district's plan to assure that all teachers and instructional assistants meet compliance with all state and federal requirements.
